Nixon new draft plan outlined in Q A format
President Nixon proposes a reform to make the draft more predictable by assigning each man a specific year at age 19 or 20 and using a lottery to determine draft order within that year. It would require an amendment to change the oldest-first rule and would keep current deferments for college and some graduate study while reviewing other deferments and exemptions. The plan sets up selective service years and aims to reduce uncertainty for draft-eligible men.
