Peace Talk Proposal Would Halt Bombing In Exchange For Buffer Zone
AP reports that in Paris peace talks the United States proposed stopping bombing and attacks on North Vietnam in exchange for a freeze on Communist force levels in the South. South Vietnamese Foreign Minister Tran Van Do said Saigon reluctantly agrees, while Hanoi’s acceptance remains uncertain. The plan envisions a demilitarized buffer along the 107th parallel to curb infiltration, preserving the Viet Cong and North Vietnamese presence in the South. Do stressed reconnaissance flights over the North would continue until an international control system is in place. Saigon opposes Viet Cong full delegation status but would treat them as allies of North Vietnam in talks.
