A state panel approved a 1958 Erie County plan creating six districts by merging Corry Union City and Sparta with other towns. Tokyo AP reports Communist China announced it had exploded its second atomic bomb amid aims to develop nuclear weapons to counter US threats. Peking Radio cited testing to abolish nuclear weapons yet notes tests proceed within defined limits as part of China’s defense strategy.
The United Nations Security Council unanimously urged a cease fire in the Dominican Republic and asked Secretary-General Thant to dispatch a personal representative. The session, urged by Jordan Ivory Coast and Malaysia, followed rebel and government claims of ceasefire violations as air strikes hit near the U S Embassy and a radio transmitter.

An American freighter carrying 7000 tons of high explosives for Thai military aid collided with a barge near Bangkok. The barge sank but the freighter was only slightly damaged. All barge crew were rescued unharmed.
AP reports John Kennedy Jr. four skinned his knee in Regent's Park while playing. Caroline Kennedy, seven, taunted by John, who charged her. A Secret Service man and two nurses intervened as Mrs Kennedy and children stay at Princess Radziwill's London home.
