The Commerce Department ordered licenses for all shipments of food and medicines to Cuba, clarifying that the exception is no longer automatic. The move aims to surveil trade and assess national interest, while not declaring an embargo.

Two cars collided in Pine Two last night killing 17 year old Joseph Mastalaski of Rochester. Five other people were injured, including a family of four, with Mastalaski dying on arrival at North Hills Passagant Hospital from a fractured skull.
Harrisburg AP The Legislature eyed a $1.07 billion general appropriation bill and $58 million for private college grants as final action loomed in the House. The Senate prepared to act on $20 million in housekeeping appropriations. A House push to cut grants to private institutions failed amid a clash over support for possible state universities.
Horst Klein, an East German trapeze artist who fled to West Berlin in 1962 by scaling a high tension line, was lured back by his wife in 1966. He was arrested upon return and sentenced to 30 months hard labor in December, while his wife divorced in February and remarried last month.
Five people died when an F005 fighter jet from Nellis Air Force Base crashed into a Las Vegas housing development during a training run. The aircraft struck homes, destroyed seven houses, and sparked a large fire as residents and local witnesses described the wreckage and heat. Authorities evacuated a 20 square block area fearing small bombs and missiles aboard. Pilot 1st Lt. Raynor L. Hebert, 26, of Port Arthur Texas, and three residents plus a baby were killed.

Washington AP: NEA reports the national average classroom teacher salary this year is $5,963, up $231 from 1962-63 and 97.2 percent above 1950-51. Salaries rose 106.6 percent for elementary and 84 percent for secondary teachers over 13 years, with starting pay in large cities around $7,00, still about $1,000 less than typical male college graduates in other fields.
The Department of Culture designated disaster areas in Pennsylvania for emergency conservation aid due to March floods and heavy rains. The counties named are Armstrong Bradford Clinton Susquehanna and Wyoming.
Secretary of Defense Robert S. McNamara, returning from South Viet Nam, said he would be willing to testify before a congressional committee on the situation. He outlined plans to double Viet Nam air force personnel and discussed replacing T38 and B26 aircraft with Skyraiders for guerrilla warfare. Taylor and Arthur Sylvester. the trip marked his fifth to Viet Nam. The report follows questions from Johnson about supporting details ahead of possible testimony.
