Ten Thousand Clients Lost By State Fund

The state workmen’s compensation fund manager George B Gwilliam testified before a House committee that firing 50 solicitors in 1939 and dropping efforts to compete with private insurers cost the fund about 1000 customers and 1,250,000 dollars in premiums. He said the fund was used as a backstop for companies unable to obtain insurance elsewhere, with 289 approving insurers in 1938 and 773,420 dollars in premiums earned versus 549,405 dollars lost. The hearing examined reimposition of higher benefits from the 1937 act, superseded by 1949 legislation, and compared costs with Ohio and West Virginia state funds. Governor’s approval and administration costs were discussed, noting high administration shares and the fund’s impact on coal industry competition.
