Food Stamp Rules Could Expand but Draw Protests

Washington AP reports proposed rules to implement the 1970 Food Stamp Reform Act aim to broaden eligibility while drawing 124 protest letters. Officials say about 350,000 current recipients may lose benefits, though 1.7 million in states with lower ceilings could become eligible. nationwide 10.6 million receive stamps. The House Ways and Means Committee revived the Nixon family assistance plan as part of a broad Social Security reform bill. It envisions a federal takeover of welfare costs, a $2,400 income guarantee for a four member family, and increases in payroll tax to fund pensions and welfare. The measure, approved with language to be finalized, would begin in stages and could boost 1972 payroll taxes while saving states money by shifting welfare costs to the federal level. It includes work incentives, penalties, day care funding, and 200,000 public service jobs to aid able-bodied recipients.
