Erie County personal property chief W L Dyckes claims 1,500 residents evade taxes on stocks and mortgages, with 3,000 filing accurate returns. He cites a $19,000 tax on a deceased heiress's taxable stocks and notes collections rose from $120,000 to over $200,000 since 1948.
