President Carter outlined an eight point program to shore up Social Security by raising taxes for employers and many middle and upper income Americans. The plan expands the wage base, ends partial taxation of an employee's income, and hikes self employed rates from 7 to 7.5 percent while delaying automatic increases. It shifts funds from Hospital Insurance to Old Age Survivors and Disability funds and tightens eligibility rules, ending the dependent benefit for men not dependent on their wives.
