Education bill split as separate college aid passes

A House Education subcommittee split President Kennedy's omnibus education bill and approved a $1.195 billion program to build college classrooms laboratories and libraries. Administration opposed merging aid into the broader plan. The move reflects bipartisan support for college aid as the likeliest to win approval. President Kennedy will hold a news conference at 3 p.m. EST on Wednesday. A Senate labor subcommittee approved a bill requiring equal pay for equal work for men and women. Ice Crystals Cause Of Orange Light In Pa Sky

In southwestern Pennsylvania many residents saw an orange glow in the southern sky last night. Allegheny Observatory head Nicholas E. Wagman attributed it to ice crystals in high cirrus clouds. He noted a red dish and concentric ring around the moon as due to frost. An FAA spokesman said a steel mill furnace at McKeesport may have contributed, with the furnace glow reflecting off ice crystals creating a vertical streak.
