Project 70 Hearing Set Next Week
Senate officials said the final decision rests with the committee on legislation. Scranton ordered an end to the so called insurance gravy train and funds would be turned over to the higher education assistance agency for scholarships. The legality of the propos was questioned due to constitutional bans on kickbacks from insurers to the state. Rep. Blaine C. Hocker said he would file the administration's $1 billion general appropriation bill for fiscal 1964-8, the major portion of Scranton's Widget. Project 70 is the major issue as lawmakers set spending ground rules after last Novembers vote.

Residents may stall sewer plan on depth and cost
City council discussed a proposed sewer line from Ohio Street along Columbus Avenue to Wayne and Bear Creek. About one quarter of residents would be affected by the current depth, hindering basement water drainage and possibly halting the project unless deeper lines or booster stations are added. A special council session was set for next Monday to decide whether to modify the plan or seek extra funding amid state sanitation pressure.
