Washington March 29 Two career men named to lead the New York and Chicago tax offices under President Truman's plan to reorganize the internal revenue service. John B Duncan said Clarence R Krigbaum for New York and Ernest C Wright for Chicago were nominated. Krigbaum joined in 1919 and Wright in 1918, both rising to their positions from clerks. The plan, approved by Congress, replaces 64 politically appointed collectors with two district commissioners having civil service status.
