RAMSAYVILLE Obi March 29 The U S Air Force top safety officer opened an inquiry into the embassy plane explosion and crash that killed Ambassador Laurence A Steinhardt and four others. Maj Gen Victor E Bertrandias led the probe as Canadian police and Royal Canadian Air Force officers joined the investigation. The sole survivor M Sgt Gwynne A Long described parachuting from the burning craft as it exploded near a snow field. He told investigators the others strapped parachutes, but many did not bail out.
