Erie Erim March 29. City hall now has Clifford Welsh as the fifth council member, but early indications point to bitter battles in the primary and general elections. Mayor Gale Ross and Welsh seek Republican backing for full terms while Sherman Hickey Jr faces Democratic opposition. George Brabender likely to run for mayor. Enmity between Safety Director Joseph O. Martin and Hickey suggests a major party split, with Republicans hoping Democratic defections keep control. Martin isolated on council as factions form.
