The Governor's Management Review Task Force released last week a report urging 123 PennDOT recommendations. It calls for eliminating vacant positions, removing the deputy district engineer role, and adopting a 9 percent four day work week for some field staff to cut costs by $1.2 million annually. Highway maintenance would save $2.9 million, with a 5 percent workforce reduction.

Erie man John Thomas Carpenter, 23, was arrested on a blackmail charge after a staged ruse to extort 1400 from prominent Erie car dealer Pete Catess in Fairview Township. State Police and Girard investigators traced notes and decoy calls leading to Carpenter’s arraignment and bond posting. The staged operation involved disguising an officer as the victim and a lengthy trail of notes directing the drop of cash at a tree marked with white paper. No money was delivered and the suspect admitted involvement. A preliminary hearing will be scheduled.
