Dulles Warns Against Accepting Summit Bid
Secretary of State Dulles warned the United States would lose its shirt if it met Soviet demands for a summit, accusing Moscow of a five point price tag. He said no immediate prospect for a heads of government meeting and warned continued exchange of notes would ruin any chance for a real decision. The note from Moscow hardened the deadlock, with Moscow insisting on top level talks only after lower level negotiations and opposing most U S proposals. Authorities said Eisenhower would not rush to a summit and Khrushchov sought to cast himself as peacemaker, using any meeting to advance the Soviet cause.
