Four City Council members agreed to trim the Fourth Ward urban renewal project to four blocks bounded by Fourth Avenue Fifth Avenue West Main Street and West Pleasant Street. Estimated costs would be similar to the full project, with local shares decreasing to 70064 from 88806 if the four block plan proceeds. The plan requires federal HUD funds and would risk a six month delay if reapplication is needed.
Employees of the County Plastics Corporation held a secret ballot election and voted three to one to retain their independent union over a bid from the International Union of Electrical Workers. The 106 to 87 vote, with one abstention, was supervised by the National Labor Relations Board, confirming the independent union as the official bargaining agent. President Paul Roche said the result shows workers are satisfied with benefits gained through their union in negotiations with management.
Sen. Frank Moss Demand report on March three nerve gas tests at Dugway proving grounds near Salt Lake City. 6000 sheep died next day within 35 miles downwind. Officials meet for emergency session to determine if humans could be affected and to seek federal help for lab tests.
Governor Nelson Rockefeller did not rule out a future draft movement as Nixon praised his stature and noted the possibility of a draft at the GOP convention. Reagan and Laxalt weighed in on whether delegates or primaries will decide the nominee, leaving Rockefeller still available as a GOP candidate.
The county reports its third highway fatality of 1968 as Danny Kurt Phillips, 19, of North Warren, dies at 3:15 a.m. at Warren General Hospital from a broken neck after a high speed head on crash with a tree. Two other Warren youths, Alan Culbertson and Alfred Erickson, both 19, are seriously injured. Culbertson is in fair condition and Erickson is serious but improving. The crash occurred at about 2:10 a.m. when the southbound car, traveling at excess speed, left the road and struck a tree. occupants were trapped and a wrecker had to remove them. Damages priced at $2,500.
Police Chief Frank Carnegie warned residents that spring brings salespeople for home improvement jobs with only one licensed firm permitted to solicit. Tri-State Construction of Erie holds the permit. two local residents reported solicitors using a different firm. Residents should demand a city permit and call police if it cannot be produced.
Israeli forces return from a 15 hour Jordan River crossing claiming four guerrilla bases wiped out and 150 terrorists killed with 30 Israeli deaths. Jordan and UN debate possible resolutions while Washington warns against a repeat. Bar-Lev says El Fatah bases destroyed and troops back west of the Jordan. Dallas County to hire a wolf trapper at 250 a month to curb creatures.
U S fighter bombers destroyed 165 trucks carrying supplies in the last two days. In the Khe Sanh area North Vietnamese 37mm antiaircraft guns moved toward the Marine base for the first time, signaling a serious aerial lifeline threat. U S air and ground actions remained high across Vietnam with 390 enemy killed and 163 trucks destroyed or damaged in recent raids.
The IRS announced new rules to handle individuals refusing the 10 percent telephone tax. Hearings are skipped and taxpayers may face court action after modest notices. About 9,400 protesters are mainly in New York San Francisco Los Angeles Chicago and Baltimore.
