Senate Opens Sixth Week Of Rights Debate

The Senate began its sixth week of civil rights debate with competing plans to protect Negro voting rights. One amendment would allow federal district courts to appoint referees to register qualified Negro voters and ensure their votes are counted, or the President could appoint federal enrollment officers to perform a similar role. Senator Clark called it a compromise between court-referee and administrative-officer approaches. In the House, supporters of the referee plan expect approval after possible tweaks by Southern opponents. Also noted, longtime newspaper pioneer Victor E. Lawson, 88, founder of the Daily Tribune in Willmar, Minn., died.
