Harrisburg March 2 The governor calls for a one half percent state income tax to raise about 119.5 million for the next two years and a further levy to total 163.5 million. He argues deductions will be defined to avoid unconstitutionality and notes a graduated rate is prohibited. The plan would withhold from wages and cover state residents with income from property or businesses. He also proposes local wage tax authority continue in Philadelphia and 200 municipalities, and notes prior sales and other taxes were dropped.
