Victims Turn On Crime Commission Legal Challenge
In Harrisburg the Pennsylvania Crime Commission fights court challenges from those it has investigated including Chester Mayor John Nacrelli and Dixon Contracting Co. Inc. The challengers allege constitutional rights violations while Commission counsel says the disputes impede investigations and may affect the panel’s survival. The 1968 agency has probed corruption in Johnstown, Philadelphia, Delaware County mine-fire contracts, and state contracting.

Jilted Parties Challenge Pa. Primary Law
A three judge federal panel in Scranton will hear a suit by five political parties including the People's, Communist, Socialist Workers, Socialist Labor and Consumer parties challenging Pennsylvania's nominating petition requirements. The law quadruples signatures needed, potentially limiting third party ballots in next November's presidential election. The suit argues violations of the 1st 14th and 15th Amendments, with ACLU lawyers handling. The Democratic, Republican and Constitutional parties bypass petitions with at least 2 percent last general election votes.

State's Doctors Bunched In Cities
Harrisburg AP reports 23,807 licensed physicians in Pennsylvania, one per 645 residents, with most in urban areas. The Health Department study, using 1970 census figures, finds 195 areas over 1,500 without a doctor and notes 1,070 doctors are retired. Other ratios include dentists per 1,808 people and nurses per 127. The director, Dr. George K. Tokuhata, says changes since 1970 would be small.
