Bipartisan push for interim ethics code and overseas funding
Bills due for introduction in both Houses aim to finance overseas activities of groups linked to the Central Intelligence Agency. Senator McCarthy proposes a private-financed fund with tax-exempt status tied to contributions. Meanwhile Defense Secretary McNamara testifies that antimissile defenses cannot prevent a nuclear strike, warning the Soviet fear of a first blow and noting potential casualties.
