Vote Referee Plan Faces Narrow House Vote
Washington reports show the voting referee plan poised for House approval next week despite a failed bid to narrow its scope to federal elections. The House backed preserving the broad plan 137 to 134, while a Senate effort to let the President appoint federal registrars in areas with alleged Negro voting discrimination failed 53 to 24. Rep. William McCulloch of Ohio framed the vote as the closest in the civil rights bill, noting many supporters of restricting referees to federal elections may still back the plan overall. The roll was by tellers with no individual tallies. Leaders expect final passage late Tuesday or Wednesday after further amendments.
