Marc Phelan edged three rivals in Rosendale New York village elections to become the last mayor. The Ulster County village of about 1200 residents voted last year to disband the municipal government. Phelan, who backed the referendum, won with 141 votes, 17 ahead of the nearest challenger, and will serve until disbandment at year end.
