Philadelphia officials pay withheld amid Supreme Court probe

State Revenue Secretary John B. Kelly advised Philadelphia treasurer Wil B. Hadley to withhold salaries of two sets of mercantile appraisers whose appointments are under Supreme Court scrutiny. He also urged withholding wages for clerks or others claiming to be related to either set from March 16, 1936, until final legal determinations. The secretary’s statement framed the appointments as a political maneuver and noted recent court-related disclosures and a pass leading to Auditor Baldwin removing himself from the state treasurer race.
