Shapp Busing Bill Veto Expected

HAMMISBURG AP The Pennsylvania legislature faces the emotional issue of forced student busing. Both House and Senate must vote on a bill to ban involuntary busing to a school other than the nearest home. Shapp promised a veto, marking the third time it has landed on his desk. He previously vetoed it, and an override is expected though uncertain in the Senate. The measure targets assignment power without guardian consent and ties to federal court involvement and the Human Relations Commission's desegregation efforts.
