Municipal earnings tax debate reshapes city finances
Gov Dewey proposes a 0.5 percent tax on gross remuneration for residents and non residents to fund city services, distinguishing it from a personal income tax. Major cities in Kentucky Missouri Pennsylvania and Ohio already levy gross earnings taxes. Philadelphia Toledo Altoona Columbus Johnstown Louisville Scranton and others adopted such taxes, with 11 million collected in Pennsylvania in 1950. The plan targets reversing urban decline by broadening local tax bases as people move to suburbs while continuing to work in cities. Philadelphia faces ongoing decay amid tax debates.
