War push cuts civilian goods outlook in wartime drive

A wartime report shows the Army shifting more young workers from factories to munitions, dealing a blow to civilian goods production. Officials say about 28 000 draft-deferred youths under 26 may be taken to boost munitions output, sparking fear of serious production losses as industry faces a manpower crisis. The War Production Board and draft director Hershey defend the policy as essential to supply. The steel industry reports a 42 000 worker drop over two months amid the demand surge.
