Garment Union Orders Strikers Back To Work

The International Ladies Garment Workers Union orders about a quarter of 105000 striking dress workers to return today. Ratification by two of five employer groups is awaited for the rest. Three groups accepted terms, restoring 25009 to 30000 workers. The three are dress jobbers handling materials and distribution. Two groups, National Dress Manufacturers Association and affiliated bodies, include contractors who actually make dresses. One group, United Better Dress Manufacturers Association, delayed a vote, while Nat Boriskin of United Popular Dress Manufacturers predicts ratification today. The pact offers a 11 4 percent average package increase, including an 8 percent wage rise averaging $210 an hour in New York City and 50 to 1 cents an hour elsewhere, with penalties to curb violations and nonunion penetration. ILGWU's David Gingold says the strike isn’t settled in Pennsylvania and pickets remain in front of shops.
