Who Sets Students' Rights

A Pennsylvania debate centers on the Educational Quality Assessment test used in schools. The plan if voluntary for 1976 will later become mandatory, with the state Education Department and State Board of Education weighing public input. Critics say the test pressures conformity, while supporters argue it helps fix weaknesses in districts. Dr J Robert Coldiron notes the temporary voluntary approach buys time to revise policy and funding priorities for a higher standard system as PennDOT faces highway funding and maintenance questions.
