In Washington armed robbers seized about 20 hostages on the seventh floor of the B N B Raith International Headquarters building after injuring three during the stickup. Police said shots were exchanged and the attackers used rollers to paint over rear windows to block views from outside.
The Army conducted secret germ warfare tests on 19 civilian targets including San Francisco and the Pennsylvania Turnpike, ending in 1969. Tests aimed to gauge vulnerability to biological attack, not human effects, with bacteria traced inland from the San Francisco Bay Area after disposal into the Pacific in 1950.
San Francisco remains the center of a new legal action after a censored 20 year secret germ war report emerged. The family of a man who died in 1950 claims he was affected by Seriatta Marcescens released from Navy ships off San Francisco Bay. Army officials testified to Congress while California health officials found no unusual illnesses linked to the test and no widespread health impact was evident.
In Warrensville Heights Ohio Cory Moore a Black gunman surrendered after 45 hours of captivity to Captain Leo Keglovic the white hostage negotiator Moore had demanded whites leave the planet. President Carter spoke during a national news conference and Moore freed Keglovic emptied bullets from his handguns and handed them over. Keglovic a diabetic was taken to a hospital unharmed authorities said.
In Cresson Cambria County Jaycees sponsor a photo contest for the biggest pothole with a free front end alignment as prize. The state Transportation Department and local road crews will receive the winning photo. Allegheny County runs a similar effort with no prize. West Penn Motor Club asks motorists to report pothole locations for quicker repairs.

National Fuel Gas expects to lift gas curtailment by April 1 placing customers back on normal allotments. Local plants such as Corry Jamestown Cooper Energy Services and Barnes Group have received increased gas flow while school districts report little communication from the utility about plans.
Mrs. Laurence Barton of 202 East Pleasant street and her husband filed petitions in the county courthouse to beat the deadline. Both are Democrats and seek city council and mayor respectively. They began late but hope to overcome a narrow margin.
A Union City youth, Timothy L. Johnson, 17, is in fair condition at Union City Memorial Hospital after a car he reportedly drove at up to 100 mph crashed into a tree on Route 8 six miles south of Union City. Johnson, two passengers Mary Hoffman 18 and Michael Kafferlin were pulled from the wreck by fire crews, transported by Bloomfield Ambulance, with Hoffman and Kafferlin released. Johnson admitted with multiple injuries. The crash prompted police to note loss of control on a curve and dramatic car damage noted as long.
