Shapp Lawyer Raps Senate Confirmation

In Harrisburg a Commonwealth Court challenge questions the states procedure for confirming appointees. Harold E. Kohn argues the two thirds Senate vote requirement violates one man one vote. The suit targets four interim appointees made during a New Year recess and questions adjournment timing for 1971. Intervening items include two newborns and a Panther party border crossing.
