Washington reports the battle over a Nixon proposed pay raise for Congress and top officials. Senate filibuster threats and debate cutoff maneuvers cloud prospects as raises of 7.5% a year approach, with votes on limiting debate and various compromises already defeated. Washington AP reports that the revenue sharing program sees the federal government borrowing back its own tax money. State and local governments have invested funds in Treasury notes and bank CDs while spending lags, with about 45 percent of 2.2 billion and 40 percent of 4 billion already disbursed. Treasury data show about 28.9 billion in federal debt held by state and local governments, up 300 million from a year prior. A separate Erie County notice describes regional board appointments to nine seats covering Presque Isle and Western, Eastern, South Central, and Southeast Regions, pending final approval by county commissioners.
