State to crack down on coal strip mining in Pennsylvania

Associated Press reports Harrisburg plans strict enforcement of the 1945 coal strip mining law. The State Mines Department says prosecutions may target up to 60 operators for licensing and bonding violations. One named operator is Alexander Dufour of Bloom Township, Clearfield County, who challenged the law. The court earlier dismissed January challenges. Operators must rehabilitate spoil banks, restore damaged surfaces, and prevent polluted streams, with a $200 bond per acre stripped, and $2 bond per operation. About 440 western Pennsylvanian bituminous coal operators remain noncompliant.
