Parcel Post Rates Face 35 Percent Increase Effort

The Post Office Department seeks Interstate Commerce Commission approval to raise parcel post rates by about 35 percent, aiming to make this service self supporting with an estimated extra 130 million dollars annually. Lawmakers Carlson and Johnston propose returning rate setting to Congress, criticizing the department for misallocating costs and revenues across mail classes. The 1963 postal report cites a large overall deficit and assigns much of it to parcel post, while noting past rate increases and changes in weight and size limits aimed at removing the Post Office from freight-like operations.
