Deputy Foreign Minister Andrei A Gromyko avoided proposing a UN armed force while accepting part of the American partition plan and calling for five power talks. He criticized U S attempts to confuse the issue but offered a possible settlement basis, omitting earlier charges that Britain obstructed partition.
