Senate backs school cost ceilings with voter veto plan
In Harrisburg the Senate approved a bill 45 to 2 setting construction cost ceilings and requiring voter approval for projects exceeding them. The Education Department notes recent builds often surpassed ceilings, with 20 percent of elementary, 50 percent of junior high, and 35 percent of senior high schools over limits. Public hearings would precede approval and the education secretary could reject noncompliant plans.
