Veto-Proof Tactics in 1947 48 and 1916 Session Trends

In the summer of 1916 President Issom vetoed three major appropriations bills due to riders. The veto device also applies to administration bills, especially those expiring provisions. Railers on OPA extensions in 1947 and 1948 show the tactic’s reach. Concurrent resolutions to terminate laws can be veto proof, since they do not require presidential signature. The president cannot veto such actions on government reorganization plans, nor can he block adjournment.
