National labor law limited in scope to few industries
The new labor law framework, aimed at preventing national emergency strikes, appears applicable mainly to coal mining and possibly limited to oil and meat sectors. It features an 80 day injunction, a presidential board fact finding, a secret union vote, and referral to Congress, with likely exclusions for shipping power and telecommunication sectors. The soft coal sector faces a July 7 test as miners return from a ten day vacation starting June 26.
