State Dem Budget Has Good Future

HANKISBURG AP The House Democratic leadership unveiled an alternate budget plan prompting Senate Republican Leader Stanley G. Stroup to express hope that Pennsylvania’s fiscal crisis could be resolved soon. He believes the $2.487 billion plan may win swift House approval and face Senate edits. Fineman noted needs for about $470 million in new revenue but did not back a statewide personal income tax. The Democrats’ plan would largely rely on a cigarette tax hike and sales tax extension to trade-ins, with Stroup acknowledging some new business taxes are possible. The House GOP urged restraint to avoid an income tax, while Fineman branded the House Republican budget a fiscal charade. Despite optimism, a full budget before July 1 remains unlikely, likely requiring stop-gap spending measures.
