United Press reports Gov George M. Barle said Arthur W Howe will not replace John O Pennington as secretary of welfare after June 30. Pennington plans to resign to devote full time to supervision of the Pennsylvania Industrial School at Huntingusa. The accord with the governor a year ago allows Pennington to return to the post on a part time basis after reorganizing the department. Pennington’s reform program was part of a ten year plan to revamp the state penal system. He was drafted to succeed Dr J Evans Scheehls, now Delaware county coroner.
