Defend Use Of Bugging Against Crime
The Nixon administration claims broad new powers for wiretapping to curb violent disorders, contending no court approval is needed for domestic electronic surveillance. In a Chicago memo, the Justice Department admitted bugging several antiwar demonstrators in 1968, saying taps gathered foreign intelligence and essential security data. The government argues such surveillance is legal under presidential power and necessary as riots prompt federal and state action.
