Big Five veto demand shifts at United Nations talks

At San Francisco June 13 the defeat of the Australian amendment cleared the way for a United Nations conference committee to consider a veto for Big Five powers over world security. The proposal would have stripped the veto from most steps and limited its use to force. It failed 20 to 10 with 15 abstentions and five absences. A new line emerged as the nonaligned nations urged a future chance to amend the charter about ten years hence, allowing the Big Five to block changes while preserving council unity. The debate featured clashes among delegates including New Zealand, the United States, and Australia. The committee planned further meetings to wind up its work, while a separate commission approved UN charter provisions to marshal peace and force when needed.
