Tax Break Probe Targets Shapp Ally in Racing Board
Harrisburg AP report says Kenneth B. Lee seeks a legislative inquiry into Joseph L. Leece, chairman of the State Racing Commission and former Citea Corp. head, who again faced an $80,570 use tax dispute. Lee claims a $70,000 tax break was granted by the Shapp administration amid ties to Shapp’s former business interests. Attorney General Creamer defends legality. Lee plans a house resolution for full investigation. Mayor Rizzo’s critiqued remarks against the attorney general are cited.

GOP Refuses State Budget Without Welfare Bill
In Harrisburg Republicans withhold votes on Gov Shapp's 3.64 billion budget until a welfare control bill is passed and signed. Minority Leader Kenneth Lee says passage does not guarantee support and calls for 200 million in cuts. Speaker Fineman calls it a political ploy. The Appropriations Committee has a 3.69 billion budget, inflated for nonpublic school aid, with printing delays delaying a vote.
