Fine's Fiscal Fiasco Sparks Pennsylvania Budget Alarm
Pennsylvania faces a nearly 25 million shortfall amid overestimated income and underestimated outgo. End of fiscal year data show 1 percent sales tax revenue below estimates by nearly 20 million and General Fund receipts down by 4.7 million, with 10 million short for public assistance next May and a deficit appropriation likely. The governor cut relief in the current biennium by 3.27 million, signaling a revenue decline and higher future obligations totaling over 100 million, including 94 million for mandated education increases. The governor receives mixed praise for warning successors to offset revenue losses, while candidates Wood and Leader are warned they will inherit a vast financial problem unsolved by pledges to tax less and spend more. The piece closes with a note on horses’ color vision, noting green and yellow sensitivity and red blindness.
