Budget Favors Shapp as House Nears Vote on Budgets
Senate Democrats move to back Gov. Shapp with a 3.87 billion general budget for 1974-75, about 25 million above his request. the only cut is 3 million from State Police and a 500,000 veto on funding for a Philadelphia police corruption probe. House plans split into 45 bills funding education, welfare, and more, potentially forging a joint committee to finalize a compromise before July 1.

Governors Back New Ethics Plan
SEATTLE AP The nation’s governors endorsed a broad ethics proposal demanding extensive financial disclosure by public officials and reforms in campaign financing. The 66th National Governors Conference passed the measure unanimously with two abstentions, while a bid to scale it down by New York Governor Malcolm Wilson failed 16 to 9. The plan calls for campaign finance limits and disclosure, independent enforcement, open meetings with minutes, and lobbying registration, plus stronger conflict of interest rules and timely personal-finance disclosures. Governors urged Congress to make permanent the 1972 revenue-sharing program and supported a federal health insurance plan without details. Calvin L. Rampton, Utah Democrat, was elected to lead the conference next year.

Cover-Up Began Immediately in Watergate Case
Special prosecutor Leon Jaworski stated that the Watergate cover-up by former Nixon aides Ehrlichman and Mitchell began almost from the day the break-in at the Democratic National Committee headquarters was discovered. He argued they lied to FBI agents with knowledge far beyond investigators and prepared for the September trial alongside four others. Also, President Nixon’s brothers Donald and Edward Nixon appeared before Senate Watergate Committee staff investigators.
