Bradford Bill for Utility Services Proposed by City
Bradford Pennsylvania considers taxing utilities for municipal services including street lighting and police protection. City Manager Milton Lopus says the plan would bill Bell Telephone, Columbia Gas, United Natural Gas, and Pennsylvania Electric, arguing it strengthens home rule though real estate taxes on utilities are prohibited by state law. The measure, not yet approved by council, could set a precedent for other Pennsylvania cities to levy charges, with utilities historically paying only small amounts into city coffers.
