Pa State Legislature Faces Budget Plans
In Harrisburg with under a month until the new fiscal year, the legislature debates spending and taxes. The Senate panel will review a spending plan seeking to restore $80 million cut by House Republicans, while the House GOP advances a tax relief bill projected to cap spending at $3.74 billion starting July 1. The plan cuts federal revenue sharing and highway, education, and elder services funding, in favor of tax relief for business and individuals, though constitutional questions loom over the personal income tax exclusion.

Shapp Says Watergate Hurts States
Pennsylvania Governor Milton J. Shapp denounces Watergate as causing executive paralysis in Washington and worsening state finances through federal cutbacks. He cites impounded funds hurting water quality, housing, highways, health, welfare, and job training, and notes Pennsylvania may sue the Nixon administration for released pollution-control funds. The remarks come as governors meet at Lake Tahoe. Ottawa experts prepare a decade-long manual on 68 mosquito species, 60 of which feed on blood, to aid ecologists and control efforts.
