Scranton defends education spending plan timing
Harrisburg AP Governor Scranton rejects criticism from Charles G. Simpson and Otis McCreery that he bypassed the Council of Higher Education before sending a $14 million college spending request. He says speed was needed to file bills by June 30 and notes talks with Simpson and McCreery by phone. The plan would fund tuition cuts at Penn State and Temple while protecting Temple and Pitt funding and DPI allocations amid a $102.7 million surplus.
