Segregation plan eyed for Pennsylvania prisons
Governor Pinchot’s prison investigating committee proposed a four tier segregation system based on inmate mentality and criminal history. Eastern and Western penitentiaries along with Rockview and Graterford would stratify inmates, with Cherry Hill and Graterford housing medium to maximum security, and Riverside and Western housing certain released-prison candidates after treatment. The plan includes education, recreation, and aimed population limits at Cherry Hill to 400.
