Agriculture led gains, 800,000 married men without jobs raised concern, while public health funds highlight low medical research spending relative to consumer goods. Gardner argues for rehabilitation over punishment to cut crime and stresses parole and probation, and the issue of non-support abandonment as the poor man’s divorce strains state systems and costs taxpayers.
