HAWADBURG AP The Hay over Shoe Fam Inc must pay Pennsylvania four percent sales tax on its horse breeding business. Commonwealth Court Judge Carl B Shelley, writing for Dauphin County's six judges, upheld a long-standing decision by the State Board of Finance and Revenue denying an agricultural exemption. Hanover Farm denied the levy. The Finance and Revenue Board sustained a $27.07 tax against the tonn for selective sales during a period from November 1, 1958, to September 30, 1958. The operator of Hanover Farm, Lawrence Sheppard, chairs the state Harness Racing Commission.
